<p>　　光天化日之下，摆在门口的元宵竟然不见了，一打听才知道，原来被城管执法人员“征用”拿到敬老院慰问去了。这是2月2日哈尔滨市双城市一些商贩遇到的事情。而双城市城管行政执法局工作人员给出的说法是，他们就是一个抢的单位，领导让他们抢他们就抢。2月6日，该局局长在接受微博联播记者采访时承认执法人员执法“走样”。</p>

<p>　　“不告诉我们一声就给搬走了，这和偷、抢有什么区别？”2月6日，事情已经过去了4天，半分利副食店的张伟在向微博联播记者讲述事情经过时仍难掩愤怒。据其介绍，元宵节前她进了些元宵卖，冰箱放不下，剩下的100多袋怕放在屋里化了，就装到几个大箱子里放在了室外门口的右侧。“2日那天早晨7点多开门时摆那儿的，9点多就没了。”</p>

<p>　　张伟说，当时就害怕这几箱元宵丢了，特意放在了靠墙的位置，外面还堆放了其他的速冻品，“旁边有面条，底下还有鱼，什么都没拿，就拿了元宵。当时以为是被偷了，后来听来买菜的顾客说被城管收走了。”</p>

<p>　　“城管当天开着三辆车在大街上收商贩的货物。”好心人家水果蔬菜批发商店的郭振宇也被强征了60多袋元宵，“事先我们什么通知都没接到，等我们发现时，城管已经开车走了。”</p>

<p>　　当天，张伟和郭振宇找到了双城市城管行政执法局，这才得知元宵被执法局送到敬老院慰问老人了。“还有一些商贩不敢来找。”</p>

<p>　　记者从当天记录的一段视频中看到，执法局接待他们的工作人员称，他们还在放假，有什么事等过了元宵节再说。“这就是个抢的单位，就是你托人花钱来这单位，也就是下去抢，这单位就是这么个管法，抢是领导临时决定的。”</p>

<p>　　“送敬老院慰问老人，我们可以自己送，用不着执法局抢我们的东西去慰问。”郭振宇说，“之后再去执法局就没人接待了。”</p>

<p>　　双城市双城镇敬老院副院长崔镭接受记者采访时说，双城市城管行政执法局当天给敬老院送来了140多袋元宵。院里住有60多位老人，城管执法局经常给老人送些没收的食品。</p>
